STRIKERS RULES OF PLAY

GENERAL RULES 

Individuals utilizing this facility do so at their own risk. The property owner(s), league operators, officers and owners and staff of STRIKERS SOCCER CENTER assume no liability for any injuries or accidents which may occur. Please reference Liability / Injury Waiver and Release Forms and signs posted within the facility.

  • Should you find or lose any items please report this immediately to a STRIKERS SOCCER CENTER employee. STRIKERS SOCCER CENTER does not assume responsibility for any items lost.
  • No metal cleats, food, drinks, chewing tobacco or chewing gum permitted on playing surface.
  • No glass containers on the field.
  • All play must be conducted as set forth in the LAWS OF THE GAME as modified by this facility.
  • Players are not permitted to wear chains, bracelets or earrings. Rings must be removed or taped.
  • We reserve the right to refuse play and or service to anyone.

Guidelines & Policies

 

Liability/Injury Waiver & Release Form

No individual will be allowed to participate in any league games, practice session, tournament, clinic, open pick-up game, or other activities until a release form has been properly completed and signed.
 

Game Balls

Each Team must provide a game ball.
 

Equipment

Flat soled soccer shoes or molded cleats are required.
Teams MUST be dressed in matching colored jerseys (shirts).
Teams are required to have alternate jerseys. Strikers will not provide alternate scrimmage vests.
Shin guards are recommended. Stockings must cover shin guards at all times.
 

Referee Staff

STRIKERS SOCCER CENTER management would like to reaffirm that referees appointed to officiate each game have complete authority, and that his/her decisions on points of fact connected with the game are final. Officials may be independent subcontractors and are not all employees of Strikers. Constructive comments regarding officiating are welcomed and encouraged. Please submit any such comments in writing. Complaints regarding officials should be submitted in writing and contain points of fact. Do not discuss officiating or the officials with the facility staff during or immediately after your game.
 

Player Rosters

Player rosters must be turned in prior to the FIRST LEAGUE GAME. Changes may be permitted with Strikers permission. Failure to comply will result in forfeiture of all games played with illegal player(s).
 

Levels of Competition

STRIKERS SOCCER CENTER reserves the right to make the necessary changes within league divisions to ensure an equal level of ability and competition.

League & Player Information


League Standings Point System

  • Win = 3 points
  • Tie = 1 point
  • Loss = 0 points
League games that end in a tie after regulation play shall remain a tie game.

League Divisions Ties

Any league divisions ending in a tie at the end of the league season shall be governed by the following tie breaking system:
  1. Comparison of league record against each other.
  2. Comparison of goal differential against each other.
  3. Comparison of most "goals for" during the season.
  4. Comparison of least "goals against" during the season.
  5. Head to head play-off


Game Days

Primary game days are assigned to divisions. Divisions may be assigned to play on alternate game days depending upon; the length of the session, the number of teams participating, and recognized holidays over the course of a session. The following holidays will be recognized: New Years day, Easter, July 4th, Thanksgiving Thursday and Friday, Christmas Eve, Christmas and the week between Christmas and New Years Eve. Divisions may be assigned to play on any other day(s).

Game Schedule & Makeup Games

If a team is unable to play a scheduled game, the opposing team may choose to accept a 3-0 forfeit. If both teams agree to a make-up, they will be offered possible times from the facility management office. It will be the team managers or representatives responsibility to coordinate and select one of the available times.

Red Card Policy

A player or coach sent off in (or after) a game by a referee (red carded) will automatically be suspended from the next game in the session. In addition, a player will be banned from playing on any other team until the suspension has been served.

  • A player or coach red carded for the offense of "foul and abusive language" will be suspended as outlined above.
  • A player red carded for the offense of "persistent infraction of the rules after receiving a caution (yellow card) " will be suspended as outlined above.
  • A player or coach red carded for the offense of "violent conduct" (including, but not limited to: spitting, threatening, continued rough play, etc.) will be suspended as outlined above and, in addition, will be suspended for one additional game and subject to further disciplinary action as decided by the facility management.
  • A player or coach red carded for "assaulting an official"* will automatically be suspended from any further activities at Strikers.
Should the coach of a team be unable to control a player’s actions after a red card is issued, the coach will also be suspended as outlined above.
A player accumulating three red cards over a one-year period will be subject to further disciplinary procedures.

Fighting

"ZERO TOLERANCE POLICY" Anyone fighting will be ejected. Anyone threatening or stalking another member, staff, official or spectator will also be ejected, terminated and reported to the local authorities.

Manager/Player Responsibility

It is the responsibility of each player and the player's team representative to be aware of the total status of their players' infractions. Failure to comply may result in further disciplinary measures which may include suspension of the coach/rep. and forfeiture of games sanctioned player played in. (This includes use of illegal players - those not registered properly on the team roster.) Manager is responsible for confirming scheduled game times at least 24 hours prior to game. Web schedules (when available) are to be used as a reference, changes may occur from time to time, the Center shall maintain the most current official game schedules.

Termination of Participation

The facility management reserves the right to terminate an individual's and team's participation at the facility for violation of the facility policies.

Team No-Shows

The opposing team will be awarded a 3-0 victory. NO RESCHEDULE WILL BE GIVEN. (See FORFEITURES)

Forfeitures

A team forfeiting a game(s) during any one session will be subject to the following fines:
  • 1st Forfeit - $25.00 fine
  • 2nd Forfeit - $50.00 fine
  • 3rd Forfeit - Termination of team participation from the session

Protest

Intention to file a protest must be noted in writing immediately following the game. A formal written protest with a $20.00 fee (refundable if upheld), must be submitted to STRIKERS SOCCER CENTER within 48 hours after the end of the game. ONLY A VIOLATION OF THE LAWS OF THE GAME, RULES OR GUIDELINES OF THE FACILITY AS PUBLISHED ARE MATTERS FOR PROTEST. Protestations regarding fielding of illegal players must be brought to the attention of the game officials prior to the suspected player(s) leaving the field of play.

First Aid

The facility has a limited first-aid kit. It shall be the responsibility of each team to maintain their own first-aid kit for treatment of their players.

* An "Assault on an Official" shall be defined as an attempt to commit a battery upon an official; and an act which is close to accomplishment shall be sufficient to constitute an assault upon an official. Local authorities will also be notified.

Laws of the Game


LAW I: The Fields of Play

  • Dimensions: Field - Length 115 feet, Width 80 feet.

LAW II: The Ball

  • Size 5 soccer balls will be used for all adult games as well as Under 14 through Under 18 boys and girls.
  • Size 4 balls will be used for all youth games Under 12.
  • Teams must provide their own soccer game balls.

LAW III: Number of Players

  • Five players, one of whom shall be a goalkeeper (There must be a Goalkeeper at all times).
  • Minimum of FOUR players needed to start and continue a game.
  • Unlimited substitutions allowed as listed under Substitutions below.
  • Any player may change places with the goalkeeper, provided that the referee is informed before the change is made, and provided also that the change is made during a stoppage of the game.
  • Substitute players are to remain outside the field.
  • If a team trails by 5 or more goals then they may add a player and thus play with 6 players (5 + goalie) until they reduce the deficit to 3 goals. They will then return to 5 players.
  • Substitutions
    • During Play
      • The player being substituted must leave the field before the new player is allowed on to the field.
    • When Play has Stopped
      • After a goal is scored.
      • On an injury time out.
      • When the ball leaves the field of play.

LAW IV: Player Equipment

  • Players must dress in matching jerseys.
  • Shin guards are recommended and must be totally covered by stockings/socks.
  • Flat-soled shoes designed for artificial surfaces or molded cleats (no metal screw-in shoes).
  • Goalkeepers must wear colors which distinguish them from all other players and referees.

LAW V: Referees

  • At least one official will be present during play.
  • Reports on EJECTION must be filed before leaving the facility.

LAW VI: Duration of Game

  • A game shall be played in two equal halves of 20-25 minutes. (Depending on the age group)
  • A half time interval shall be 5 minutes.
  • The clock shall only be stopped for serious injuries.

LAW VII: Start of Play

  • Kick-off Team will be decided by a toss of a coin. The second half will be kicked off by the other team. A kick-off may go forward or back.
  • A kick off will start the game and restart the game after a goal has been scored.
  • Teams will change direction at half time and alternate kick off.
  • A goal cannot be scored directly from a kickoff.

LAW VII: Play of Ball

  • The ball is out of play when it goes over or makes contact with the netting
  • For violation an indirect free "kick-in" will be awarded to the opposing team from a point closest to where the ball made contact with the netting or directly below where the ball went over the netting

LAW IX: Method of Scoring

  • A goal is scored when the whole ball has passed over the goal line, between the goal posts and under the crossbar, provided it has not been thrown, carried, or intentionally propelled by hand or arm by a player of the attacking side, except in the case of a goalkeeper who is in his own penalty area.
  • The team scoring the greater number of goals during the game shall be the winner.

LAW X: Fouls & Misconduct

  • Major Offenses (Direct Free Kick Awarded)
    • Kicking or attempting to kick an opponent
    • Tripping or attempting to throw an opponent
    • Jumping at an opponent
    • Charging an opponent in a violent or dangerous manner
    • Charging an opponent from behind
    • Striking or attempting to strike or spitting at or on an opponent
    • Holding an opponent
    • Any slide tackles
    • Intentionally handling the ball (except goalkeeper within their own penalty area)
    • Charging (Checking) an opponent into the perimeter wall
  • Playing in a Dangerous or Reckless Manner
    • Fair charging an opponent when the ball is not in playing distance
    • Obstructing an opponent
    • Charging the goalkeeper
    • Illegal substitution
    • Delaying game
  • Misconduct (Cautioning)
    • Persistently infringes the laws
    • Shows by word or action dissent at any referee decision
    • Is guilty of unsporting behavior
  • Misconduct (Ejection)
    • Is guilty of violent conduct or serious foul play
    • Uses foul or abusive language
    • Persists in misconduct after being cautioned
  • Goalkeeper
    • Once a goalkeeper gains control of the ball, they must release it within five (5) seconds.
    • After releasing the ball, the goalkeeper cannot receive the ball again until an opponent or 2 of the goalkeeper's own players have touched it (The goalkeeper cannot throw the ball to a teammate and receive it directly back).
  • Penalty Area
    • The goalkeeper is not permitted outside of the penalty area and no other players are allowed to enter it.
    • If a defending player touches the ball in his/her penalty box or the Goalkeeper touches the ball outside, then there is a penalty kick awarded to the other team.
    • If an attacking player touches the ball in the opposing box, then a free kick is awarded and the game is restarted by the goalkeeper.

LAW XI: Free Kicks

The following apply to all restarts:
  • Ball is in play when it moves from foot contact from the initial player
  • Opposing players shall be (10) feet from the ball or they may stand in front of the goal box if this is closer than 10 ft from the ball.
  • Player taking a kick cannot play it again until someone else touches the ball


LAW XII: Penalty Kicks

  • Time shall be extended at the end of each period to allow the taking of a penalty kick
  • The ball shall be placed on the penalty spot of the offending team. Players from either team shall not be permitted to be closer than midfield, with exception of the keeper and shooter. Upon a signal from the referee, the player will take the penalty kick. Once the player advances to take the penalty the play is now live and other players may advance towards the goal
 

LAW XIII: Kick-Ins

  • This is an indirect free kick, a goal shall not be scored directly from a kick-in.
  • Kick-ins must be taken at a point nearest where the ball left the field of play. The ball is considered to be out of play when it makes contact with the netting or goes over the top.
 

LAW XIV: Corner Kicks

  • When the whole of the ball passes over the end perimeter wall/net, having last been played by one of the defending team, a direct corner kick shall be awarded to the attacking team, the ball will be placed at the corner.

LAW XV: Tied Games

  • In a Tournament (Playoff) if the game ends in a tie then the game will be decided by a 10-min Golden Goal playoff. Thus the first team to score wins the game. If no one scores in the 10 mins then a penalty shoot-out will occur. Each team will have 3 penalties then sudden death penalties will take place.
